“The city ranks first in its province in terms of how much the average PM2.5 concentration has been reduced, marking the first time for the city’s air quality to reach the level-II national air quality standard.” This result is both fruitful and gratifying as it indicates that, through unremitting efforts, the city's departments at all levels and the general public secured splendid achievements in their battle against air pollution by joining hands to reduce industrial emission and innovate the mode of governance.
The past year witnessed this city’s further efforts to keep our sky blue by basically eliminating serious air pollution. We strived to overcome the impact of unfavorable meteorological diffusion conditions such as the combination of exogenous pollutants and accumulated local pollutants, fully implemented the emission reduction measures, formulated a strong synergy against serious air pollution and met the annual target of number of days with serious air pollution.
We made proactive efforts to build high-tech technical systems and platforms, made full use of technological means to improve the scientific level of air pollution prevention and control and provide strong data support for the precise treatment of air pollution. With the use of three aerosol lidars to carry out all-weather scanning, we would make accurate judgments of the internal and external impacts and the location of pollution sources. Environmental law enforcement officers were immediately assigned to conduct a precise supervision to ensure that the requirements of emergency response for serious air pollutions have been implemented thoroughly and promptly.
The municipal department of ecology and environment developed concentration limits for the emission of key pollution sources by key industrial enterprises, identified industrial enterprises and terminals with a high number of heavy-duty diesel trucks in key areas of the city, reinforced the governance of pollution sources during days with serious air pollution by strictly controlling the driving of diesel trucks. Key enterprises such as Ecsteel, Ezhou Qiutuan, Chengchao Mining, Ezhou Power Plant were urged to reduce emissions in accordance with the requirements to ensure that their principal responsibility in environmental governance were assumed and their awareness of environmental protection was enhanced. We strived to significantly enhance enterprises’ understanding and management capability of pollution control and push them to improve their emission reduction actions and meet their targets.
